The tips
The permit page and the terms for the sites both say trade waste is not permitted, and that this includes waste from traders, landlords and property developers. The council adds that depositing trade waste at a Wigan recycling centre may amount to a criminal offence. A tenant clearing their own belongings is a householder; a landlord clearing a flat after a tenancy is not.
The bulky collection
The council bulky collection is for bulky household items at a property, with two free slots a year. The pages we checked do not say whether a landlord can book one for a vacant rental, and they exclude trade waste. Ask the council before relying on it.
Clearing a rental
Use a licensed company: house clearance or rubbish removal. The council advice is to choose a registered waste carrier, ask to see their licence and get a receipt saying what they took and where it went. See fly-tipping and your duty of care.
